Anti-dumping II. The return.

According to information, posted 5 Aug 2010 at the Russian government’s website (http://government.ru/docs/11637/), the state tariff-regulating committee under the chairmanship of deputy prime minister Victor Zubkov has backed the imposition of an anti-dumping duty on imports of nickel-content stainless steel flat products sourced from South Africa, Brazil, Korea, China (+Taiwan) for as long as three years.

What the applicants wanted:

The Russian initiators of the anti-dumping investigation (Krasny Oktyabr Steel Plant, Chelyabinsky Steel Plant, Serp-i-Molot Steel Plant) asked for 5-year imposition of an anti-dumpung duty (in % out of the customs value):

• China– 73.3%, \r\n
• South Korea – 60.9%, \r\n
• Taiwan – 67%,\r\n
• Brazil – 109.5%,\r\n
• South Africa – 65.5%.

As a result of the anti-dumping investigation, the following rates of anti-dumping duties have been proposed for imposition:

·         China (+Taiwan): Shanxi Taigang Stainless Steel Co., Ltd. –29.9%. Yeun Chyang Industrial Co., Ltd. – 39.1%. For other Chinese producers 39.1%.

·         South Korea: POSCO – 4.8%. Daimyung TMS Co., Ltd. and Taihan ST Co., Ltd. составляет – 86,8% . For other Korean producers – 62.8%.

·         Brasil: for all producers – 21.1%.

·         South Africa: for all producers – 33,3%.

Under the new market conditions, European, American, Indian, Thai and Japanese producers will gain enormous advantages in sales of their stainless steel products on the Russian market.
