Stainless steel curtain

Spetsstal Association has been officially registered as a participant in the anti-dumping investigation into imports of nickel-bearing stainless steel flat products sourced from Brazil, China (incl. Taiwan), South Korea and South Africa. (The Ministry of Industry and Trade’s Enactment №189 of 25 March 2009).

After having studied an unconfidential statement of the applicants, it seems that the local producers are able to produce all sorts of stainless steel products. Moreover, they allege that Russian-made stainless steel is identical to imported stainless steel both by technical and consumer properties. And moreover, the applicants say that the chemical composition of Russian grades 08X18H10, 08X18H10T and 12X18H10T matches those of the main imported grades AISI 304 and AISI 321. In addition, the investigation initiators claim that they produce stainless steel products in compliance with the foreign standards ASTM A-240, А-480, of the following sizes (which is much doubtful):

·          Serp I Molot: strips (which sizes?)

·          Serp I Molot: HR and CR sheets (which sizes?)

So what do the applicants want the government to?

For a period of 5 years to impose an anti-dumping duty on imports of nickel-bearing stainless steel flat products from the following countries:

·          China: 73.3% of customs value

\r\n

 

\r\n

·          South Korea – 60.9% of customs value

\r\n

 

\r\n

·         Taiwan – 67% of customs value

\r\n

 

\r\n

·          Brazil – 109.5% of customs value

\r\n

 

\r\n

·          South Africa – 65.5% of customs value

\r\n

 

\r\n

The public hearings of the anti-dumping case will be held on 16th July 2009.
