The EEC resumes the anti-dumping investigation
On April 14, 2017 The Eurasian Economic Commission has decided to launch another anti-dumping investigation in respect of seamless stainless steel tubes imported from China (cold-drawn or cold-rolled HS code 730441).
The initiators of the investigation were Russian producers. The basis was the statement on the supply of Chinese pipes to Russia under the guise of pipes produced in Malaysia.
Recall that in May 2018, the antidumping duty (19.15%) ends in respect of the import of seamless cold-deformed stainless steel pipes produced in China to the Eurasian Economic Union (EAEU).
According to experts, the second investigation aims not to stop the Malaysian traffic, but to extend the anti-dumping duty against China. The reason for this assessment is a small amount of supply of Malaysian pipes.
At the end of 2016, the volume of Russian pipe import (HC code 730441) was 3324 tons. In particular, 1038 tons were supplied from China, 1065 tons from Ukraine and 223 tons from Malaysia.
